What you would like to accomplish:
Currently, there's no readily available way to update labels on multiple Spanner instances in bulk using the Java SDK. This makes it cumbersome for users who need to update labels across numerous instances, particularly for billing or organizational purposes. There's an UpdateInstanceconfig which looks to mostly apply for custom

Spanner users to manage their instances more efficiently and effectively, especially when dealing with numerous instances and evolving organizational needs.
