I found the solution on other Threads... but it didn't work either.
There they said to change the user rights in the admin panel so everyone can share files outside their own network. This was my default setting so I still don't know how to fix the public sharing issue.
I would really appreciate your help on my problem.

Can you confirm that you are the owner of that script?

Same problem. I'm the domain admin and the owner of a script that I am trying to publish as a web app for "everyone, even anonymous", but that option is not available. In Settings for Drive and Docs, Sharing outside of the domain is on, and "Allow users to publish files on the web" is checked.

Update to my comment. The controlling option seems to be "Allow users in <domain> to publish files on the web...", however, that will not have an effect on existing scripts. So, scripts created before the option was checked will continue not to offer "anonymous" as a deployment option. Scripts created when the option was checked will have the option available, even after it has been unchecked.

I've been able to reproduce the problem, namely that the script seems to permanently cache the domain sharing setting when it's created, and later changes to the setting have no effect on the publication dialog.
