Well, thats now really bad situation. I have upgraded my old Android 1.6 to a Nexus S and for a unpleasant surprise did not find any SIM Toolkits installed. I use it to log into bank and give digital signatures. So basically required functionality of a phone. Besides old Android 1.6 phone had it so it did not pop into my mind to check before buying.
Now i see the issue is a year old and no progress on it! Big disappointment.

Why its listed as enhancement? Missing SIM toolkit and broken underlying message system (RIL) are not enhanchements, those are bugs that needs to be fixed. Its missing from all Google phones released so far-G1, Nexus One, Nexus S. Please correct. Also it should be high piority not medium as it restricts lots of people using someting thata any dumbphone does.

SIM Toolkit worked well with Google G1 phone. It does not work with Nexus S. It is huge problem for me (I use mobile-id identification system daily). It is high priority!

Confirm the problem, too, when trying to use a Vectone UK SIM.
Vectone is a European mobile virtual network operator (MVNO). In non-android phones, a "Vectone Services" menu readily show, but there is no such menu on the Nexus S. However without this menu, the SIM remains in the roaming mode, even in the middle of the UK. Vectone UK support cannot help. Setting the roaming mode in another phone did not help.
In total, this is an urgent showstopper for the Nexus S!

I recall reading on xda-devs that the reason the STK didn't work was due to problems between the RIL library and the remainder of the Android OS. So in addition to Google, we probably need to complain to Samsung as well.

In Canada, you don't usually need the SIM toolkit, even though all the cards I've seen do contain one. I do however need a working SIM toolkit for an international roaming SIM card I've bought.

I need to access my sim car, as status for my number says "unknown" which affects my ME icon for smstext messeging and service provider had already pushed my number to my sim/phone. 1. I know that there is no Stk.apk supplied by the google build, but there are some supplied by external builds and I could build my own.
2- I (hope) that the nexus S default RIL (my vendor is google, right?) implements the parts required to implement the android STK communication.
The problem regarding 1. is that I can not bypass the signature verifications, and as the STK is not the only piece of software using the same id, I can not deploy a apk with my personal signature (even if I am the phone owner)
If at least 2 is known to be good, then I can use the stk by flashing a third party rom into my phone (which I would like to avoid for other reasons)

Have just had an OTA to ICS and have the same problem, Cannot assign FDN as says theres no contacts on sim but when i go to import to contacts it see's the contacts on sim card. I need to decide where i want to assign my contacts to go and some i don't want assigned to google voice.I even had to contact tmobile for PUK2 code as it had me locked out. The problem is not fully solved yet although there is some progress. I tried with NexusBeam 5.0.0 (http://forum.xda-developers.com/showthread.php?t=1380608 ) and the result is here (I reported it in their forum):
It seems to have SIM Toolkit that was not usable with Nexus S before. But there is still a trouble.
I have one application on my SIM that works with other phones. It is Estonian Mobiil-ID (unified official mobile id) that is used for logging in into many government sites, banks, etc. The application is displayed when I open SIM Toolkit from app menu.
When I launch login process from a website it will send me special SMS, MobiilID app will open it, display a control code supplied by website and ask for PIN code. PIN should be sent back to service provider that will then log me in.
Almost everything works - MobiilID pops up, displays control code and asks for PIN, allows to click OK. When I click OK I am returned to home screen but probably the response message is actually not sent. When I open the list of running applications (long press home) SIM Toolkit opens again with empty input line where I shoud enter my PIN. If I do not click OK button but press Enter on sw kb, nothing happens.
When I open SIM Toolkit from apps menu it displays MobiilID and its two functions (unblock and change PIN codes); clicking either of them hangs the app (small rotating circle in upper right corner).
It works with my SIM card on other phones even 10 yo simplest ones...
In Android's App management SIM Toolkit has all required permissions. I see that it is Version 4.0.4-eng.jenkins.20120506.051242
A colleague in xda forum that it was working on 4.0.3!
The same problem exist in galaxy s2 if you use 4.0.4 based roms, 4.0.3 is working ok.
Even if i restore the app + data from titanium backup. Some say the official samsung 4.0.4 based rom has to come out, that it would be possible to use that on other roms (AOKP, and etc)
it is quite frustrating.

It seems to have SIM Toolkit that was not usable with Nexus S before. But there is still a trouble.
I have one application on my SIM that works with other phones. It is Estonian Mobiil-ID (unified official mobile id) that is used for logging in into many government sites, banks, etc. The application is displayed when I open SIM Toolkit from app menu.
When I launch login process from a website it will send me special SMS, MobiilID app will open it, display a control code supplied by website and ask for PIN code. PIN should be sent back to service provider that will then log me in.
Almost everything works - MobiilID pops up, displays control code and asks for PIN, allows to click OK. When I click OK I am returned to home screen but probably the response message is actually not sent. When I open the list of running applications (long press home) SIM Toolkit opens again with empty input line where I shoud enter my PIN. If I do not click OK button but press Enter on sw kb, nothing happens.

I definitively think to sell this terminal, it' fantastic but i can't live without sim toolkit. all my bank features is on it and Google don't seems to update it ....

I have two Nexus S phones. One is running Gingerbread, the other is rooted with Cynagen 7. Neither support the SIM toolkit, even manually attempting to install stk.apk fails. This sucks for international travelers that need to access the roaming features for SIMs within other countries. This should be fixed!!!

I can see the sim tool kit on the list of apps through my settings but can't access it . I have been using it on my galaxy nexus before upgrading to android 4.2 . please make sure we get it back soon . Here in Rwanda like other african country you can't use mobike money ( transfer) without it .

Has anybody tried CyanogenMod 10.1 on the Nexus S? Does that have a working SIM Toolkit?
Some here have mentioned that the Nexus One does not have the SIM Toolkit either, but when rooted and equipped with CyanogenMod 7.2, the SIM Toolkit is there and works, if I'm not mistaken.

CM10.1 on my Samsung Note has the Sim Toolkit and its working fine. On my HTC Vivid running CM10.0 it is not visible in the app list, but the stk.apk is on the device, not sure if it works, as I don't have an app installed that can create a shortcut to launch it.
