Got the same Issue between Nexus 7 (wifi) with Android 4.2 and my Galaxy Nexus with Android 4.1.2. I can't activate the internet sharing over bluetooth between those two devices. It worked fine with Android 4.1.
There is also a new bluetooth audio issue since 4.2. Seems like the bluetooth stack is pretty much broken in 4.2.

In 4.1 you could click the bluetooth device name to connect. Now you have to click the tiny settings icon to the right of the device name, then click the device name again to connect. Admittedly this is just one extra click, it is very inconvenient and no longer something that can be done without concentration. I would love it if someone would make a widget that would immediately connect a paired tetherinc device with a single click.

I can't even activate the internet sharing in bluetooth settings when I'm on 4.2 on my nexus 7. Once i click it it flickers for a moment but stays off. When I flashed back to 4.1.2 everything worked fine...back to 4.2 same issue again.

Phone: iphone 3gs (iOS 6.0.1)
Tablet: Nexus 7 32gb (4.2)
Share: tether via bluetooth
The connection worked great on 4.1.2 but since i did the 4.2 update it is now harder to get to connect as you have to stuff around instead of just clicking the phone in bluetooth settings and it doesnt actually work properly once connected and the box is ticked to use the connection for internet.
I hope this, with the other bluetooth problems, can be fixed fairly soon in a release of 4.2.1

I too thought BT tether was broken, however it DOES work - just with an extra couple of clicks:
You now have to:
1: Pair the devices
2: Click Settings Icon next to paired device
3: Under 'Profiles', tick the 'Use for internet Access' checkbox
N7 on 4.2 JB paired with Galaxy Nexus Phone 4.1.2 JB
NB - Ad-Hoc tether does not work from Android Tablet devices

I thought this was broken as well, but it does work. It may require additional steps on the phone like this (instructions for Nexus 4 also running 4.2):
On Nexus 4 (or other phone)
1. Turn on Bluetooth
2. Go to Settings -> More (under Wireless and Networks) -> Tethering & portable hotspot
3. Enable Bluetooth tethering
4. Pair with Nexus 7
On Nexus 7
5. Click on settings button next to paired Nexus 4
6. Click Use for Internet access
Steps 1 to 3 and 5 to 6 need to be repeated each time you want to tether (assuming to turn Bluetooth off when not using it).

BT tethering will work and connect - both the Nexus 7 and the iPhone show the BT connection, but I have no internet communications. I have tried every option listed here except the downgrade to Android 4.1.2. I would think that this is important enough of an issue to warrant a fix by Google quickly. This affects me every time I am not at home where my wireless works fine.

Same problem - Nexus 7 Android 4.2.1. I can pair a BT headset with Nexus 7 but cannot make it work. The problem manifests itself differently depending on the app. On Talkatone I get a lot of static noise but I can barely hear the voice. On Skype, I get a failure to connect message when I try to connect to Skype test call (no problem connecting when I unpair the BT headset). I am not a heavy headset user so this is of marginal importance to me, but it confirms that you get what you pay for. You want something that works, cough up and buy Ipad and f**k Google. The crappy quality of their service is really appalling.

Same problem with my Nexus7 3G and spp profile. The device pairs but cannot connect.
I know this tablet is great but google should get serious on this. Not all people buy them for playing games.

I bought the Nexus 7 3G as a proffesional development tool to make bluetooth applications but from what I see, I'm stuck with an expensive paper weight. The SPP profile is used by many companies to connect there devices (robots, OBDII scanners, Microcontrollers, dataloggers.. e.t.c) to tablets. This protocol should have worked with the Nexus 7 but does not.
It did not work with android 4.2.1 and does not work with android 4.2.2. It used to work with android 4.1.2.
Not everyone can downgrade to 4.1.2 since it is not available to all devices.
Now we all have to wait until android 5 comes out, but I do not think this will be fixed since google does not take us seriously.
Don't you guys tests your products before you market them or do you just let the end user do the testing for you ?

A similar procedure to #91 has worked to connect my Nexus 10 (4.2.2) to my Android Phone (4.2.2). I have upgraded since I commented in #71 so it may be the reason. Also, make sure that your Tablet does not have a working WIFI connection (or is off). Otherwise it seems to prefer WIFI to BT tethering and BT tethering will turn off automatically.
My configuration:
Tablet: Nexus 10 (Stock Android 4.2.2 compilation JDQ39)
Phone: Samsung Galaxy S + CM 10.1-20130304-EXPERIMENTAL-galaxysmtd-M2 (Android 4.2.2 compilation JDQ39)
My (simplified?) procedure:
0. Initially, WIFI is on and BT is off in both devices. Devices are not paired.
1. Turn WIFI off in the Tablet.
2. Turn BT on in both devices.
3. Make Phone discoverable
4. Search for BT devices in the Tablet.
5. Initiate pairing with the Phone in Tablet.
6. Accept in the Phone.
7. Accept in the Tablet.
8. Switch on bluetooth internet sharing in the phone.
9. On the Tablet, select Phone options in the BT configuration page and activate bluetooth Internet access.
10. Now your table should be connected to the Internet through your phone. Be sure that your tablet's wifi is off, otherwise the BT connections will be disabled in a few seconds.
The Phone will use its WIFI connection if available to route the Tablet's traffic or will use your data plan if WIFI is off.
To disconnect, just turn BT off in any of the devices. To connect again turn BT on on both devices and repeat 8 and 9.

Hi,
BT tethering to my Phone works perfect for me.
Nexus 7 with 4.2.2
S2 with 4.0.4 and 4.1.2.
My pairing was established with my nexus 7 running 4.1. I did no new pairing after the upgrade.
So, at least in this situation it works.

I never ever thought I'd say this. But I think I'm going back to iOS devices. This is utter crap. Sell me a Wi-Fi device that can't tether... glad you guys make billions on ads. Your hardware sucks.

Although still have to get used to "poor" bluethooth connections (To JBL ...), I like the bluetooth concept. Reluctant to upgrade after reading the above. Will stick to my dad's advice: never fix something if it works properly .... ;).
Why don't you test standard features properly? Should I delay my next device purchase - or choose Nokia (which, although boring software, never let me down with hardware)? Yellow looks fun ... ;)

Description
To be honest since the 4.2 update, my tablet has felt sluggish, the scrolling on the desktop isn't as smooth.
