Steps to Reproduce: Open the Android Studio AVD Manager. It displays a yellow warning "System image update is available". Clicking on the link to "Update system images" does nothing. A similar message appears during system image selection when defining a new AVD.

If I run the stand-alone AVD Manager from the SDK directory, I see no such message.

The SDK Manager (either the one internal to AS or the stand-alone manager) indicates that no updates are available for any installed image.

I have tried this with the Android N Preview platform installed and uninstalled, with no differences.

This seems identical to issue 36949180, but that thread indicates that the problem was fixed as of 2.1p2. I'm running 2.1p3 and the problem is still there. I would have simply added a comment to 202957, but lack permission.
