This makes it very hard to manager ndk installations on CI as auto updates by running the `sdk-manager`

https://developer.android.com/studio/command-line/sdkmanager.html cmdline tools tend to break builds and also lead to non hermetic builds.

I notice the same issue and LogCat shows the following message:
Google Play services out of date. Requires 3159100 but found 3136130
