Emulator Version (Emulator--> Extended Controls--> Emulator Version): 26.0.0-3833124
Android SDK Tools: ANY (API 16 didn't show soft keyboard)
Host Operating System: Windows 10, Czech locale, Czech (QWERTY) keyboard

Steps to Reproduce Bug:
0. set windows to Czech and set keyboard to: Czech (QWERTY), or just set keyboard to Czech (QWERTY)
1. open AVD
2. open some EditText
3. try to write @ on czech qwerty keyboard (right ALTGR + 2)

Current Behavior:
AVD show two point Virtual sensors! It's not possible to remap or disale virtual sensors (I never use it, but write @ I need to use really often).

Expected Behavior:
write @ on keabord or disable Virtual sensors and other shortcuts

And other, it's not possible write Czech characters like: ěščřžýáíé. Can't use SHIFT+TAB to go back and not to next.

In latest AVD I can in Settings choose Send keyboard shortcuts to:
- Emulator controls (AltGr show multitouch points)
- Virtual device (AltGr do nothing)

But still on Czech (QUERTY) keyboard I cant type anything from number line on HW keyboard:
° = ;
1 = +
2 = ě
3 = š
4 = č
5 = ř
6 = ž
7 = ý
8 = á
9 = í
0 = é
AltGr + 1 = !
AltGr + 2 = @
AltGr + 3 = #
AltGr + 4 = $
AltGr + 5 = %
AltGr + 6 = ^
AltGr + 7 = &
AltGr + 8 = *
AltGr + 9 = (
AltGr + 0 = )

But in AVD I can't use AltGr!
When I try to write: ;+ěščřžýáíé
AVD output is: ;+áíé

I can't type a lot of characters :/

I have confirmed that this issue is also seen on Linux. But it doesn't display two virtual sensors.

It's annoying must while typing on AVD clicking on virtual keyboard just because write @ etc... :/

it's really easy to reproduce

latest AVD:
9.0 (Pie) - API 28
29.1.1-5645604 (Canary update channel)

Add on Windows keyboard: Czech / Česká (qwerty)

and after in AVD try to type: AltGr + 2 (should type @), type nothing...

This is so extremly unbelievable, It's now 3.5 years since this bug was filed and still this is not fixed!!!! What are you guys doing at google? Everything else then making the live of your developers easier it seems.

In Google don't work people which remembers Don't be evil anymore... They piss on developers for years. I filled maybe 100 bugs on android or dev tools in last 8 years and fixed is maybe just few which was critical and affected hundreds of devs... No one care about some small countries and theirs requirements 😈🙄😂

As I wrote in #19 my expected year of fix (2118) could be realistic 🤣

In latest AVD is possible to disable virtual sensors and force keymapping, but the hell it's worse than without it :D. It start typing all the time UPPERCASE and only english characters instead of locale specific chars, etc... No move forward :/. Best way is to use scrcpy which work without any issues (but can't handle protected screens)... Really don't understand why google don't run all emulators headless and don't use scrcpy for connect to emulators by default :D
