When performing queueInputBuffer through MediaCodec, even if the flag is set, it cannot be found when checking the flags in the Codec2 decoder.

And also, In the input buffer information of the Codec2 decoder, we can see details like end of stream and codec config, but there is no information that matches the partial frame.

One more detail, Data Layer event calls from the watch to the phone (running Android 13) do work on if the listener is in an Activity or Fragment.
