At the moment, setting isPseudoLocalesEnabled = true has no effect if your build
also defines resourceConfigurations.

This is confusing behaviour as it is undocumented, and makes it seem like the feature is broken - e.g. https://stackoverflow.com/questions/60219754/pseudo-localization-on-android-not-working

Updating the official documentation would help, but ideally the tools would automatically
add the relevant pseudolocales to the app's resource configurations when enabled.
