Steps to Reproduce or Code Sample to Reproduce:

1. use Scaffold with nested. (I think this is not a very unusual case. But it's not impossible)
2. paddingValues ​​is passed from the content configurable function. content: @Composable (PaddingValues) -> Unit
3. paddingValues contains window insets also. default is ScaffoldDefaults.contentWindowInsets contentWindowInsets: WindowInsets = ScaffoldDefaults.contentWindowInsets,
4. but scaffold doesn't consume windowInsets.
5. therefore second Scaffold also use windowInsets.
