One more detail, Data Layer event calls from the watch to the phone (running Android 13) do work on if the listener is in an Activity or Fragment.

Also, I'm seeing this message in the Logcat:

However, my Chromecast with Google TV 4K and my LG TV both control the soundbar just fine.
The reason I'm reporting this on the Android issue tracker is that the Nvidia SHIELD supposedly (see first Reddit link) has a developer options knob called "CEC: Clean up preferred playback logical address", explicitly listed in patch notes as "improves compatibility with Samsung soundbars", and enabling it fixes the issue, so it's likely a software bug.
