Android-provided fine-grain control over torch light intensity.

Since the inception of Android 13, comes the Torch Strength Control API that enable developers to control torch light intensity within their app, it's time for Android to utilize the light intensity control for its flashlight tile.
As seen in the picture, FlashDim likely invokes the API and controls the flashlight/torch accordingly, specified by the user.
With the integration of native torch controls, it eliminates the need for these kind of applications potentially saving battery life and device resource by native means.
Fine-grained flashlight control proves to be useful for different applications; e.g., lowering flashlight to not disturb roommate.
Additionally, many Android distributions have been integrating such native functionality just like Samsung's One UI. (Also Apple's iOS incorporating such feature since the dawn of iOS 10)
It is time to put the API in good use and add this functionality as a new, QoL (Quality-of-Life) feature.
