Issue summary

They are facing issues with the Dialogflow CX messenger integration as the users cannot click on the telephone numbers to call when the bot responds with a telephone number.

How to reproduce the issue in the Dialogflow CX console

• Set the response of a bot to "<a href="tel:+6xxxxxxxxxx">call me</a>"
• Once done, test the intent to response to see the response to see that the test renders the html and text.
• Then setup a dialogflow messenger integration, test it on console, and see that there are links to the message but it doesn't do anything. Doing an inspect element will show that the anchor tags will render <a>call me</a> instead [1]
• What was the observed behavior? add a response of the bot with this <a href="tel:+6xxxxxxx">call now</a> and the html part in the response of the bot inside the dialogflow messenger integration only renders <a>call now</a> [1]: https://drive.google.com/file/d/1qtJIpH3ExUSHvKaqwcDD_ye12Pmk_4m-/view?usp=sharing

Expected behavior

he <a href="tel:"> should be in the anchor tag

Actual behavior
