---Problem you have encountered:
Users with Luxembourg-based phone numbers (+352) experience an error during the SMS MFA process after successfully authenticating with a username and password. The error message observed is: "OPERATION_NOT_ALLOWED : SMS unable to be sent until this region is enabled by the app developer."
This occurs even though the customer said that Identity Platform configuration ("smsRegionConfig": {}) indicates no restrictions on SMS regions. Testing with Luxembourg numbers, including setting them as testing numbers, does not resolve the issue. SMS MFA works as expected for users with phone numbers from other EU countries and the UK.
I have verified Logs Explorer the message found OPERATION_NOT_ALLOWED
What you expected to happen:
All users, including those with Luxembourg-based phone numbers (+352), should be able to receive SMS messages and complete the MFA process without encountering regional restriction errors. The Identity Platform configuration ("smsRegionConfig": {}) is intended to allow SMS delivery to all regions, ensuring a seamless MFA experience across all supported locations.
