I have suggested utilizing organizational policies to control resource creation, leveraging tags and inheritance to achieve the desired restriction. We demonstrate this by applying tags to folders and then creating a policy that restricts resource creation for projects with the specific tag using documentation 1 , 2 and 3

Here goal is to establish an organization policy that restricts resource creation at the organization level. This policy should be inherited by all child resources, such as folders. However, the customer also requires the flexibility to exclude specific folders from these restrictions, allowing resource creation within projects in those folders.
