There is no error per say, our system validates that everything has a proper license listed and so the lack of a license on this old version was being flagged and causing build failures.

The version has been updated with the LICENSE, and will be available in AGP 8.9.0-alpha06.

Description
To fix, we have to add a Gradle constraint to update this transitive library. It would be better for the Android Gradle Plugin itself to depend on a newer version of this library, since every newer version includes the Apache 2 license.
