Description
Currently, cloud build does not have a mechanism that checks if the default compute service account was created, which triggers an attempt to create it even when the service account already exists or even if there is an organization policy that disables the service account or doesn't allow the creation of the service account. An example could be constraints/iam.disableServiceAccountCreation.
Expected Behavior
Implement a mechanism in Cloud Build to check if the Service Account already exists before creating it or if the creation of the service account is disabled, to prevent encountering an error in the future if the Service Account has already been created.
