I don't think this is related to Gradle itself. This is how Android handles resources.

"gcloud app deploy" of flexible appengine is failing with internal error: code 13
What you expected to happen:
gcloud app deploy should succeed.
Steps to reproduce:
gcloud app deploy of app.yaml with type env:flex and the below runtime:
runtime_config:
operating_system: "ubuntu22"
runtime_version: "3.11"
Other information (workarounds you have tried, documentation consulted, etc):
Completely blocked. No workaround know at this point in time. Tried multiple times on different days. Seeing this issue consistently.
