https://developer.android.com/reference/android/view/WindowInsets#getBoundingRects(int) and https://developer.android.com/reference/android/view/WindowInsets#getBoundingRectsIgnoringVisibility(int) were introduced in API 35 to give more specific information about how insets overlap with the window.

These should be added to WindowInsetsCompat and then added to the Compose inset APIs to give this additional information to apps.

This specifically blocks being able to custom the caption bar header for desktop windowing, which is possible with these APIs: https://developer.android.com/develop/ui/compose/layouts/adaptive/support-desktop-windowing#customizable_header_insets
