According to the Background optimization documentation, the Further optimize your app section says:

You can simulate the user placing your app in the "restricted" state for background battery usage. This setting prevents your app from being able to run in the background. To do so, run the following command in a terminal window:

adb shell cmd appops set <PACKAGE_NAME> RUN_ANY_IN_BACKGROUND deny

But when I run the above command, it won't go to "Restricted" state (see attached image RUN_ANY_IN_BACKGROUND deny.jpg) and the application can still run unrestricted in the background.

But if I change the mode to ignore:

adb shell cmd appops set <PACKAGE_NAME> RUN_ANY_IN_BACKGROUND ignore

Now it changes to "Restricted" state (see attached image RUN_ANY_IN_BACKGROUND ignore.jpg).

So the correct mode should probably be ignore and not deny.

P/s: By the way, please check the 2 modes of the RUN_IN_BACKGROUND command above in the same document to see if they are correct?
