It has to do with the dynamic refresh rate. If you set it to forced 90, it doesn't do it.

Except for the lock screen which continues to flicker because it doesn't honor the force 90 setting.

It's even worse now in Beta 2 - the Force 90Hz toggle is gone, and the bug is driving me absolutely nuts.
