Users applying for registration for schema use in emails are required to have a "consistent history of sending a high volume of mail from your domain (order of hundred emails a day minimum to Gmail) for a few weeks at least."
Impact
This hurts small businesses. We send a few emails per week to customers enrolling in courses. They should be able to see important information at the top of their email as they have come to expect from other "trusted" sources.
