Problem you have encountered: would like to reduce costs reduced in Cloud Trace API by changing the sampling via Google Console not only in code

What you expected to happen: be able to configure the sampling rate in Cloud Trace via Cloud Console

Other information (workarounds you have tried, documentation consulted, etc):
Currently is only possible to do it directly in code
