Story points rate the relative effort of work in a Fibonacci-like format: 0, 0.5, 1, 2, 3, 5, 8, 13, 20, 40, 100. Each team will estimate work on a slightly different scale, which means the values in this field are likely only meaningful to the team that owns the Buganizer component in which the issue resides.

Description
#1Two options considered were:
1. Create a new test target so it would run in its own process
2. Crete a test framework in AndroidX that behaved similarly to WebView's HostSide CTS tests.
Due to the shorter time for development in [1], this was chosen as the preferred option.
However, option [2] may prove to be a more performant option. Analysis should be performed to see which of these options are more efficient/scale better locally and, if possible, on AndroidX test bots.
