Issue description

Please describe your issue or share your feedback you have on the Chat APIs in Developer Preview in this section.

Based on documentation about the chat.app.* app authorization in Developer Preview doesn't support reactions to messages as chat app, but it should. We need our chat app to also react to replies from users but there is no way to do it right now except making a nonhuman user account (& to be honest its neither economical nor aesthetic).
