Our public documentation [1] mentioned the max number of instances for manual/basic scaling for US and EU but it doesn't have the limit for other regions .

I tested to deploy a manual scaling app with 50 instances in Tokyo region and I got the error [2]. So the limit for Tokyo region seems to be 25.

I don't think this is related to Gradle itself. This is how Android handles resources.
