I once accepted a AOSP change to correct a translation in a supported language and learned the hard way that our systems are not setup to accept crowd-sourced language contributions (unlike code) as they are generally managed by internal systems using the internal code before release to AOSP.

We want the Kurdish language, which has over 40 million speakers, to be added to phones with Android system.
What do we need to do for this?
