Note that the status message itself is arguably ambiguous, in that it refers to "access" (as opposed to enablement itself).

Description
In AppEngine Console's settings page, Identity-Aware Proxy status doesn't show reliable information. On a GCP project, it might show 'DISABLED' even after enabling IAP from gcloud_cli or from Project's IAM settings page.
For now, it is suggested to rely on gcloud_cli or Project's IAM settings page to view or get current IAP settings's status like the following:
gcloud app describe --format="value(iap)"
or as shown in linked screenshot.
