Problem you have encountered:
When attempting to follow the instructions at https://cloud.google.com/functions/docs/running/functions-emulator#deploy_your_function_locally for deploying functions locally the build fails.

Machine is an M2 Macbook.

What you expected to happen:
Build should complete

Steps to reproduce:
Run the command from the page

gcloud alpha functions local deploy function_index \
    --entry-point=my_cloudevent_function \
    --runtime=python312

Error produced is:

ERROR: failed to build: failed to fetch base layers: saving image with ID
