Google Pixel 2 (Android 11) - Mobile Internet can be enabled/disabled via the Quick Settings panel
Xiaomi Redmi Note 10S (Android 13) and Samsung A73(Android 14) - Mobile networks section is inactive in settings. Mobile Internet cannot be enabled via Quick Settings panel, but by searching the word “Mobile Data” you can enable/disable mobile data usage.
Playback steps:
Set Device Owner mode
Set the UserManager.DISALLOW_CONFIG_MOBILE_NETWORKS policy.
Test the functionality in the Quick Dashboard, Settings and Search in Settings

This issue is reproduced differently on the Pixel device. In the Quick Settings panel, you can change the mobile network status when UserManager.DISALLOW_CONFIG_MOBILE_NETWORKS is applied.
Steps for reproduce:
set device owner for your app
apply UserManager.DISALLOW_CONFIG_MOBILE_NETWORKS with DevicePolicyManager
follow steps from vieo playbacks
