We would like to migrate only folders from Container Registry to Artifact Registry, since this can only be done at project level.,

As mentioned in the documentation[1], it is possible to migrate a single Google Cloud project, or multiple Google Cloud projects at the same time using the gcloud artifacts docker upgrade migrate command. But is not mentioned that this can be done only with existing folders,
