Problem you have encountered:

Configure Private Nodes in the GKE documentation does not include considerations about services like *.gcr.io and *.pkg.dev.
This can lead to unnecessary issues and extra work.

What you expected to happen:

GKE documentation should add the same advice or similar as the PGA page:

GKE doc: https://cloud.google.com/kubernetes-engine/docs/concepts/network-isolation#cluster-access
PGA doc: https://cloud.google.com/vpc/docs/configure-private-google-access#config-domain)
Requested advice needed to be added in the GKE documentation as well:

For example, if you use Google Kubernetes Engine (GKE), you also need to configure *.gcr.io and *.pkg.dev, or if you use Cloud Run, you need to configure *.run.app.

I had the same problem!
I could solve it by putting the .aidl file in an aidl directory.
Look at the attached screenshot to see the project structure.
