I had the same problem!
I could solve it by putting the .aidl file in an aidl directory.

Description
Problem you have encountered:
For Windows Node pool, node creation takes long time, therefore a pending pod needs to wait for that node to become healthy.
What you expected to happen:
The node will be scaled up based on the custom resource definition or customized auto scaling policy(based on metrics of the currently running nodes.)
Steps to reproduce:
- It's not supported in the GKE now.
Other information (workarounds you have tried, documentation consulted, etc):
- No documentation available regarding the Custom Resource Definition for any custom autoscaler in GKE.
