I did these and still encountering the issue on Pixel 9 with all apps except Messages:
Settings > Network and Internet > Adaptive Connectivity. Disabled
Settings > Battery > Battery Saver > Use Adaptive Battery Disabled
For each app: App Battery Usage > Allow background usage > Unrestricted
example issue: WhatsApp call doesn't show anything to me, but after 10-30 minutes shows Missed call.
Never had notification issues on previous non-Pixel phones.

This is also happening for me on Pixel 9 Pro XL running the latest February 2025 update: notifications only show up when I unlock my device.
The most affected app is Twitter, although it can also happen with messaging apps like Telegram or WhatsApp.
Very inconvenient when a prompt reply is needed! Please look into it.

I've observed this on IM apps such as Telegram X, Instagram, and also on Gmail. The elapsed time shown on the notification is off by varying degrees, sometimes by minutes and sometimes notifications that have popped up just now will have an elapsed time of 1hr+. At the time of the bug report, this delay can be observed in a notification from Telegram X. But the worst offender seems to be Instagram. Also, after dismissing the notification, the Notification History shows the correct time.
