Steps to Reproduce or Code Sample to Reproduce:

1.Create following Composable:

HorizontalPager(rememberPagerState(pageCount = { 2 })) { page ->
    if (page == 0) {
        Box(Modifier.fillMaxSize().background(Color.Red))
    } else {
        val lazyListState = rememberLazyListState()
        LazyRow(Modifier.fillMaxHeight(), flingBehavior = rememberSnapFlingBehavior(lazyListState), state = lazyListState) {
            items(20) {
                Box(Modifier.fillMaxHeight().fillParentMaxWidth(0.75f).background(if (it % 2 == 0) Color.Green else Color.Blue))
            }
        }
    }
}

2. Run it on a device
3. Swipe left - HorizontalPager will properly snap to second page
4. Swipe left again - LazyRow (with SnapFlingBehavior) will properly snap to second page
5. Swipe slightly left and then change the direction to right

BUG: HorizontalPager will not snap back to the first page. It will get stuck between the two pages.
