Investigate why build scans moved from scan.zip to scan.1.zip

e.g. https://android-build.corp.google.com/build_explorer/build_details/P89490344/androidx_multiplatform_mac/

there is

• scan-up-to-date.zip
• scan.1.zip
• scan.zip (same as scan-up-to-date.zip)

there used to be

• scan-up-to-date.zip
• scan.zip

we need to figure out what's changed and update development/publishScans.sh accordingly.
