I had the same problem!
I could solve it by putting the .aidl file in an aidl directory.

Description
Problem you have encountered:
"MultiKueue" is new to GKE (from 1.32 [1]) and currently has no document about how to set it up for use with Dynamic Workload Scheduler [2].
What you expected to happen:
An official document of setting up the MultiKueue with DWS on Autopilot 1.32.
