My name is Mohamed Ghuneim, and I work for Al-Madar Al-Jadid (

www.almadar.ly), the largest mobile operator in Libya. We are currently in the test phase of launching VoLTE, VoWiFi, and SMSoIP services. During testing, we discovered that Android devices are not enabling these features for Almadar Carrier ID 2006 (e.g., carrier_volte_available_bool = false by default).
To resolve this, we kindly request that google integrate the latest AOSP update for Almadar Carrier ID 2006, which enables VoLTE, VoWiFi, and SMSoIP for Almadar users. The necessary carrier configuration changes have already been merged into AOSP, as detailed below:

Please let us know if you require any additional information or testing from our side to facilitate this integration.

The change will go to OEMs as the OEM picks up new versions of android. You need to reach out to oems specifically if you want to expedite, as most oems have their own way of updating this data out of band. Will have the default carrier settings. OEMs will dictate how they manage the new carrier configuration update to their devices.
