I had the same problem!
I could solve it by putting the .aidl file in an aidl directory.

Description
Engineering team confirmed that we don't expose information on why a certain operation was triggered as of now. Also product team has created a internal feature request to Improve visibility into disruptive, same-version configuration changes that re-create resources.
What you expected to happen: Provide more information on what triggers the nodepool recreation showing as an upgrade operation with the same GKE version.
