Issue summary: There is an issue with the ML.UNDERSTAND_TEXT API where entity Offsets are consistently returned as null (-1). This behavior is inconsistent with the expected results from Google Cloud Storage (GCS) and the Cloud Natural Language API when used with Python, where Offsets are correctly identified.

A fix should be submitted to support "EncodingType" within BQ UI.
