Tested the issue on latest chrome version #133.0.6943.53 using Linux debian as per steps in
Steps to reproduce:

1.Launch Chrome
2.Enable fullscreen using F11
3.Try to access websites
Observed that "able to use websites"

Problem Description
Please add a setting to allow toolbar and tabs to show in fullscreen. this was an option under chrome:flags but has been removed, presumably in error
