Kotlin version: 2.0.0 (also reproducible on 2.0.20).

Bug description:

1. LazyColumnScope.animateItem() is constantly animating items on scrolling up and down.
2. The top bar doesn't exit the scrolling state because of the list constantly moving around with the item animations. Video attached; bug is visible at 00:04 and can be seen more clearly by frame-stepping the video. Carefully observe items 3, 2, and 1. It can be other items as well.
