When using TooltipBox with RichToolTip and a caret, the caret is being rendered later than the popup. It seems like it waits until the popup is finished drawing, or there might be some race conditions, or waiting for size/position updates. See in the attached recording.

Steps to Reproduce or Code Sample to Reproduce:

1. Create a TooltipBox with RichTooltip and define a caret size
2. Trigger the tooltip on the screen
3. Observe that the caret has a delay compared to the "bubble popup"
