In your screenshot, looks like all jobs are started within the browser window. We need a query job that is started outside of the window, and the Refresh button should reload the list and show the new job.

1. start a long-running query job using a service account
2. in the Project History tab, add a filter 'Status: RUNNING'
3. the job list greys out and reloads (a loading action)
4. remove the filter, a loading in action again.
5. click the Refresh button, no loading action. But it used to reload 2-3 weeks ago
I can use this filter trick to simulate a refresh. But it is annoying because it used to work.

The Refresh button does not work any longer.
Expand the Job history panel first, then click the Refresh button, it doesn't refresh the job list any more
