I had the same problem!
I could solve it by putting the .aidl file in an aidl directory.

Description
Problem you have encountered:
- Customer is attempting to install policy controller via hub, but they're encountering the error [1].
- The customer ran the following command [2] as per public documentation [3].
- Which executes successfully, but the feature is still not enabled. To workaround this issue, the feature becomes enabled after running the following command [4].
- This does not look to be WAI.
