Issue summary: Some of our customers are trying to create a UDT in SQL server tempdb using 'sqlserver' login. However, they are unable to perform the following operations in the tempdb:

USE [tempdb]
GO
CREATE TYPE [dbo].[book_code] FROM [char](8) NOT NULL
GO
GRANT REFERENCES ON TYPE::[dbo].[book_code] TO [public];
GO
#DROP TYPE [dbo].[book_code]
GRANT REFERENCES ON TYPE::[dbo].[book_code] TO [default];

Note: GRANT REFERENCES ON TYPE::[dbo].[book_code] TO [default]; also fails

If we attempt to create a type and then we drop said type (using the sqlserver login). It works:

CREATE TYPE [dbo].[book_code] FROM [char](8) NOT NULL

DROP TYPE [dbo].[book_code]

However, we are no able to GRANT REFERENCES on the created type to public

GRANT REFERENCES ON TYPE::[dbo].[book_code] TO [public];

Msg 15151, Level 16, State 1, Line 5
Cannot find the type 'book_code', because it does not exist or you do not have permission.

Currently the product does not support such scenario. Can we please include this use case?
