enableUnitTestCoverage = false
enableAndroidTestCoverage false
Thinks started to work again.
But for what it is worth - the error message could have been more helpful.

Stabilize
com.android.build.api.variant.ApkOutputProvidersandcom.android.build.api.variant.GeneratesApk.outputProviders. We are using it in androidx.
