Tested the issue on latest chrome version #133.0.6943.126 using Linux debian as per steps in comment#1
Steps to reproduce:

1.Launch Chrome
2.close all the tabs and tab groups
3.Click ctrl + shift + t to reopen all tabs and tab groups from last session
4.Opens all the tab groups and tabs which are recently closed
Observed that "no new tabs are seen"

1. Review the attached screencast and let us know if we missed anything from our end.
2. Provide an screencast for better understanding/triaging the issue.

I have attached a video showcasing the issue. I use the mouse to underline
the mysterious open empty tabs. I then close them, and by the end I'm left
with only the tabs I SHOULD have open. This is evident by the circular
motion of my mouse around all tabs.

the computer, and chromium gets automatically closed by the OS.Summary
ctrl+shift+t when starting chromium reopens all the tabs and tab groups plus a bunch of new tabs.
