I had the same problem!
I could solve it by putting the .aidl file in an aidl directory.

Please provide as much information as possible. At least, this should include a description of your issue and steps to reproduce the problem. If possible please provide a summary of what steps or workarounds you have already tried, and any docs or articles you found (un)helpful.
Problem you have encountered:
Ingress Negs have to be manually deleted or they linger in the projects
What you expected to happen:
Backends and Ingress NEGs are also deleted when the relevant resources are deleted
Steps to reproduce:
1. Create a cluster with a Non-GKE gateway
2. Delete an application
