On my Google Pixel 7 Pro, when opening a mobile hotspot, devices that implement IEEE 802.11 power constraints get sent "TX power 0", which causes a disconnection loop.

Observed on two different phones, with two different laptops running Ubuntu 22.04 and 24.04.

The Linux kernel implements power constraints, and the dmesg looks like this:
